WILL THE REINSTATED ALLOWANCE COVER THE CURRENT 3RD YEARS OF COLLEGES OF EDUCATION???

Third year students of Colleges of Education who are currently on campus to prepare for their exams are confused at the moment with the reason being that, they do not know whether the reinstated allowance will be of benefit to them.
Earlier this year, a front page picture of the GHANAIAN TIMES NEWSPAPER, dated Monday, January 16, 2017 surfaced online with the inscription "ALLOWANCES RESTORED, .....Teacher trainees, nurses to enjoy from March".
This gave all trainees (including the current third years) the hope of enjoying the allowance from March this year. However, the government presented its maiden budget to parliament on Thursday, March 2, 2017 which indicated that

"...Speaker, to make all Colleges of Education freely accessible to all eligible students and train teachers to drive quality education provision, Government will fully restore the payment of teacher trainee allowances, effective September 2017..."

By that time, they will be out to their permanent stations.
Their Question now is, Will they still be given something?
